扫毒行动打死毒枭 墨西哥多地爆发骚乱

墨西哥武装部队22日打死一个主要贩毒集团的头目，墨西哥多个地区随后爆发骚乱。美国、加拿大等国发布安全警示，多家航空公司取消共计数十架次赴墨航班。

　　墨西哥国防部22日说，武装部队当天在哈利斯科州塔帕尔帕市抓捕毒贩，多名“哈利斯科州新生代”贩毒集团成员在打击行动中死亡，包括该集团头目内梅西奥·奥塞格拉·塞万提斯。

　　“哈利斯科州新生代”是墨西哥主要贩毒集团之一。军方开展抓捕行动并打死奥赛格拉后，哈利斯科州及其邻近的米却肯、科利马、瓜纳华托等州爆发骚乱，贩毒集团成员点燃汽车封锁道路，纵火焚烧商业设施，一些州宣布学校23日停课。

　　哈利斯科州州长巴勃罗·莱穆斯宣布全州进入红色警报状态，暂停该州公共交通服务。据美联社报道，哈利斯科州首府瓜达拉哈拉市的居民躲入室内，当地如同“鬼城”。在该州旅游胜地巴亚尔塔港，游客在社交媒体上称，当地局势混乱得仿佛“战区”。

　　哈利斯科州一名不愿公开姓名的官员告诉美联社，该州两地有多名墨西哥国民警卫队士兵死亡；州内一座监狱爆发骚乱，一名看守被杀；州检察官办公室一名工作人员遇害。

多国分别向本国在墨公民发布安全警示。美国国务院敦促在哈利斯科、米却肯等墨西哥多州的美国公民待在安全地点，避免外出。加拿大政府也呼吁本国公民“保持低调”并避免外出。俄罗斯政府告诫俄公民推迟前往哈利斯科州，已在该州的俄公民不要前往人群密集和可能遭到袭击的区域，“除非绝对必要”，应避免外出。

　　联合航空公司、美国航空公司、西南航空公司等多家美国航空运营商以及加拿大航空公司宣布，暂时停飞前往瓜达拉哈拉、巴亚尔塔港等地的航班。一些正飞往墨西哥的航班甚至中途返航。

　　美国驻墨西哥大使馆在社交媒体上说，墨方这次抓捕行动是在美墨“双边合作框架”内执行的，美方提供了情报。

　　美国特朗普政府先前一直以打击贩毒为名，对包括墨西哥在内的一些拉美国家进行威胁和施压。特朗普多次公开宣称，如果墨西哥无法摧毁贩毒集团，美国将单方面采取军事行动达成这一目标。墨西哥总统辛鲍姆多次表示拒绝，并强调派遣美军进入墨西哥打击贩毒集团的提议“不在讨论范围内”。

　　美国常务副国务卿克里斯托弗·兰多22日称，奥塞格拉死亡是“重大进展”，同时对墨西哥随后出现“暴力场面”表示“非常难过和忧虑”。
